Welcome to Sugar Mill Association, Inc. (SMA)
Sugar Mill Association, Inc. (SMA) is a homeowners' association within the Sugar Mill Country Club & Estates community. Established in 1974 and incorporated as a Florida not-for-profit corporation in 1980, SMA serves as the governing body of our community, working to preserve the values and character that define Sugar Mill. We oversee community standards, maintain essential records and common property, and manage the processes that keep our neighborhood functioning well.

Membership in SMA is pursuant to language in your deed. If your parcel is included in SMA, all parcel owners are members of SMA. There are parcels within our community that are not in SMA. They are predominantly on Country Club Boulevard from the east gate to the junction with Sweet Bay Avenue and partly along Sweet Bay Avenue from that junction. These parcels are not subject to the restrictions and benefits of our association.

Our responsibilities and operations are defined by:
•    By-Laws which outline how the association is organized and managed, including board elections, responsibilities, and meetings.
•    Declaration of Covenants, Conditions & Restrictions (DCC&Rs) which establish standards for property ownership, homeowner responsibilities, and shared community expectations.
 
Our Community's Story
Sugar Mill Association has been home to families and retirees in New Smyrna Beach for over 40 years. Our community developed thoughtfully over time, with members gradually taking greater control over their neighborhood's direction and management.

How We Began
1967-1970
Our land has roots in a historic 610-acre grant, originally part of the "Joseph Bonelly grant" properties. Rolling Hills Enterprises purchased the area and developed it as Sugar Mill Country Club & Estates. The first residential lots (Unit-I, 34 lots) were approved and recorded in November 1970.

1974-1980
Pine Valley Condominiums broke ground in 1974, establishing the foundation for our homeowners association structure.

1980
Sugar Mill Association was officially incorporated on April 24, 1980. Initially, the developer retained majority control while construction and sales continued, but this marked the beginning of our transition toward member governance.

1984
This was a turning point for our community. Authority transferred from the developer to a newly elected homeowners’ association (HOA) Board, giving members majority control. This shift established the member-led governance structure we have today.
 
Community Growth
1990s-2000s
Our neighborhoods expanded organically during this period:
•    The Meadows (1990)
•    The Woodlands (began 2003)
•    Various villa and single-family home sections throughout the community

1994
The HOA made an important decision to amend our covenants, clearly separating HOA and country club operations. This ensured our association would operate independently while maintaining our community's established character.

1998
New Smyrna Beach City Commission voted to annex our community, which had previously been located in unincorporated Volusia County. This brought us officially within the city limits.

2018
We completed a state-mandated revitalization process, updating our By-Laws and governing documents to meet current legal requirements while preserving the community standards our residents value.

Sugar Mill Today
Today, our association continues as a well-managed residential community. We work to balance environmental preservation with practical maintenance needs, ensuring our neighborhoods remain attractive and functional for all members.
